I've found that the simplest solution is to just remove Russia.
BAR, StP, Lvn, Mos are impassable, War and Sev are vacant neutrals. Only major downside is that Turkey is always going to be a tough nut to crack, and there's a few too many neutrals in the Balkan area. However removing Sev is not an option, it makes Turkey impossible to eliminate. Probably make one of the Balkan centres a non-centre province. Requires more thought and playtesting, but it's still reasonably balanced
For five players, remove Russia and Turkey. BAR, StP, Lvn, Mos, Ukr, Rum, Bul, AEG and EMS are impasable, Warsaw is a vacant neutral. Again not perfect, but good enough.
