Looking at the DAANZ site, the DAANZ has set criteria for accepting tournaments:
Criteria for DAANZ Affiliation
Before the tournament ...
The timing of the tournament must be approved by the DAANZ Committee.
The scoring system used at the tournament must be approved by the DAANZ Committee.
The tournament rules must be approved by the DAANZ Committee.
The Tournament Organiser must agree to use the Player Registration and Game Data forms.
The Tournament Organiser must agree to pay the Tournament Affiliation fee to the DAANZ at the conclusion of the tournament.

Tournaments may be affiliated with the DAANZ if they meet the criteria for affiliation. Results of affiliated tournaments count towards Master Points and the Bismark Cup.
There is no impediment on the TO imposing any entry criteria, whether it be age, sex, religion or any other arbitrary requirement. The DAANZ Committee can only apply the above criteria. Any other cause or reason is irrelevant. If the TO imposes restrictions that exclude members of the DAANZ from attending a tournament, there doesn't appear to be any problem with that.

I think the Bismark thing is a fair point - I propose Gongcon be affiliated
for Masterpoints but not Bismark. There's a precedent for that.
